This is an aircraft available in "free play mode" in Lego Batman: The Video Game. It carries 3 torpedoes at a time and you can reload them at the green doors with skulls on them. This is not part of story mode.

While, the vehichle has not been officially released in a lego set a very similar black version of the jet appeared on page 69 of the instructions of set 7782 (The Batwing & Joker Copter).
