The stern Chief-of-Police. James is the one of the few in the police force that trust the Batman. He doesn't know it, but he's also the father of Batgirl.

James wanted a safe Gotham from the start. He became Commissioner through training and hard work.

He usually digs up clues and information for Batman and puts it to use. He knows the limits and where he's not needed, but despite this, he sometimes plays the male in distress.
